Passport vs residence: which one decides your visa?

Your passport decides if you need a visa; where you live decides where and how you apply. Official examples for expats in the UAE, Saudi Arabia and beyond.

An Indian engineer in Dubai, a Filipino nurse in Riyadh and a Nigerian student in London all ask the same thing before a holiday: does my residence permit change my visa? Usually it does not change whether you need a visa. That depends on your passport. But it often changes where and how you apply. And for a few destinations, a residence permit or another country’s visa opens a quicker route.

If you need a visa as a UAE resident with an Indian passport, your passport decides whether you need one and your UAE residence decides where you apply. We use that case as the main worked example, and show how other passports change the picture.

Each example below was checked on an official government page on 6 October 2026. The links are in the Sources list at the end.

Short answer

  • Your passport decides your status. Visa-free, travel authorisation (such as the UK ETA) or full visa: that is set by your nationality. An Indian passport holder who lives in the UAE needs a visa for the UK, the Schengen area and Japan.
  • Your residence decides where you apply. For a Schengen visa, EU law says the consulate with jurisdiction over the place where you legally reside handles your application. For Japan, your country of residence decides whether you apply online or through an accredited agency.
  • The UK is more flexible. The Home Office says visit visa applications can be made at any UK visa application centre, as long as you are legally present in that country.
  • Residence sometimes unlocks a special route. Saudi Arabia gives an easier route to some GCC residents and to holders of US, UK or Schengen visas. Türkiye offers e-Visas to some nationalities only with a valid Schengen, US, UK or Irish visa or residence permit. Georgia lets holders of a listed visa or residence permit enter without a Georgian visa.
  • Exception: trips within the area where you live. This guide is about visiting countries where you do not live. The EU says a valid residence permit issued by a Schengen country takes the place of a visa for short trips to other Schengen countries. So an Indian national living in Germany on a German residence permit does not need a Schengen visa for a weekend in France.

Who this applies to

You, if you live outside your country of citizenship: expatriates in the UAE, Saudi Arabia or another Gulf state, and students or workers in the UK, the EU or the US. It also helps if you hold a visa from one country, such as a US or Schengen visa, and want to know whether it counts elsewhere. If you live in your own country, your passport and residence point the same way.

Your passport decides whether you need a visa

Each country publishes its lists by nationality. Living in a third country, such as the UAE, rarely changes them. The main exception is a Schengen residence permit, which counts in place of a visa for short trips within the Schengen area.

  • United Kingdom. GOV.UK says that depending on your nationality, you need a Standard Visitor visa, an ETA, or neither. The Immigration Rules’ visa national list includes India, Pakistan, the Philippines, Nigeria, Egypt and Kenya. It has no exception for people who live in the UAE. The ETA list includes the UAE, Saudi Arabia, the United States, Brazil and Mexico. For a by-passport table, see UK ETA or visa for UAE and Saudi residents. For the ETA itself, see our UK ETA guide.
  • Schengen area. EU Regulation 2018/1806 says nationals of countries in its Annex I must hold a visa at the external borders. Annex I includes India, the Philippines, Nigeria, Egypt and Kenya. The UAE, Brazil and Mexico are in Annex II, the visa-free list. The European Commission says visa-exempt travellers will need an online ETIAS travel authorisation six months after the Entry/Exit System (EES) is fully in place. Check the official EU travel site for the start date before you travel.
  • Japan. MOFA’s visa exemption list includes the UAE, Brazil and Mexico. For UAE and Brazilian nationals, MOFA’s Note 2 says the exemption applies only to holders of an ICAO-compliant ePassport. Without one, you need a visa in advance. India, the Philippines, Saudi Arabia and Kenya are not on it, so their nationals need a visa.

So a Brazilian living in Dubai and an Indian living in Dubai face different rules for the same trip, even with the same kind of UAE residence visa.

Your residence decides where you apply

Schengen: the consulate for where you legally reside

The EU Visa Code, Regulation (EC) No 810/2009, sets two rules that work together:

  1. Which country handles it (Article 5). The country you are visiting. If you visit several, the main destination by length of stay or purpose. If there is no main destination, the country whose external border you cross first.
  2. Which consulate of that country (Article 6). Article 6(1) says the application is decided by the consulate of that country “in whose jurisdiction the applicant legally resides”. Article 6(2) lets a consulate accept an application from someone “legally present but not residing” in its area, if the applicant gives a justification.

So an Indian national living in Abu Dhabi who plans a week in Italy applies to Italy’s consulate covering the UAE, not in India. Under Article 8, one Schengen country can agree to represent another, so the office that takes your application may belong to a different Schengen country. Check the destination country’s official visa page before you book an appointment. Article 9(1) says you apply no more than 6 months before the trip and, as a rule, no later than 15 calendar days before. United Kingdom: any visa application centre where you are legally present

The UK works differently. Its ECB05 guidance says visit visa applications can be made “in any visa application centre, British diplomatic mission or consular post overseas” that accepts them. It adds that you should be legally present in the country you apply from.

GOV.UK’s centre finder adds that if the country you live in has no centre, you can choose one in another country. You apply online first, then book the appointment, and the earliest you can apply for a Standard Visitor visa is 3 months before you travel. Japan: the country you live in sets the route

MOFA’s JAPAN eVISA page (updated 15 May 2026) splits applicants by residence, not nationality:

  • Apply online yourself: all foreign residents of Australia, Brazil, Cambodia, Canada, Saudi Arabia, South Africa, Taiwan, the UK and the US, unless they are visa-exempt.
  • Apply through an accredited agency: all foreign residents of Hong Kong, India, Indonesia, Macau, Mongolia, South Korea (except the Jeju consular area), Singapore and the UAE.
  • Some nationality rules apply only at home: for example, Filipino nationals living in the Philippines can use the eVISA only on a package tour from a designated travel agency. A Filipino living in Saudi Arabia follows the Saudi residence route.

The eVISA covers single-entry tourism of up to 90 days, for ordinary passports only. MOFA says it is available only if you travel to Japan by air, or by sea on scheduled passenger ferries from Busan or Shanghai. You may also be asked to attend an interview in person at the Japanese mission covering where you live. The Embassy of Japan in the UAE says that since 1 August 2024 all visa and e-visa applications from ordinary passport holders go through VFS Global by appointment. When residence or another visa opens a special route

Saudi Arabia: GCC residents and US, UK or Schengen visa holders

Saudi Arabia’s Tourist Visa Regulations, published by the Ministry of Tourism, let some travellers use the route given to eligible nationalities (eVisa or visa on arrival) instead of applying through an embassy. Article 6 covers anyone who:

  • holds a valid tourist or business visa from the US, the UK or a Schengen country, used at least once to enter the country that issued it
  • holds permanent residence in the US, the EU or the UK
  • holds a GCC residence visa valid for at least 3 months (the regulation text adds “for the professions published on visitsaudi.com”)

First-degree relatives travelling with them are included. The regulations also ask for a passport valid for at least 6 months and medical insurance approved in Saudi Arabia. Under-18s need a guardian or a safe companion.

The official eVisa portal, visa.visitsaudi.com, describes a one-year, multiple-entry tourist visa with stays of up to 90 days. On 6 October 2026 we could not find an official page showing whether a profession list still applies to GCC residents: the visa regulations page on visitsaudi.com did not load, and the eVisa portal does not mention it. Check your eligibility on the official portal when you apply, before you rely on your GCC residence.

Türkiye: e-Visa only with a Schengen, US, UK or Irish visa or permit

Türkiye’s Ministry of Foreign Affairs lists rules by nationality. For several nationalities, a visa or residence permit from specific countries is what opens the online e-Visa:

Note what is not on the list: a UAE or Saudi residence permit. An Indian national living in Dubai with no Schengen, US, UK or Irish document does not qualify for the e-Visa and applies through a Turkish mission instead. Apply only on evisa.gov.tr. Georgia: visa-free with a listed visa or residence permit

Government of Georgia Ordinance No. 256 of 5 June 2015 lets foreigners holding a visa or residence permit of a listed country enter and stay without a Georgian visa for 90 days in any 180-day period. The document must be valid on the day you cross the border. The list includes the US, the UK, Canada, Japan, South Korea, EU and Schengen countries, and the six Gulf states.

Ordinance No. 122, in force from 16 May 2025, added a stricter rule for 17 nationalities, including Afghanistan, Bangladesh, Ghana, Morocco, Nigeria and Pakistan. For them, a Gulf document only counts if it is a multiple-entry visa or a residence permit, and it must still be valid for at least 1 year on the day you enter Georgia. A single-entry Gulf visa does not count. India and the Philippines are not among the 17, so the general rule applies to them: the Gulf document must be valid on the day of entry. Check your own case with the “Entering Georgia” tool on geoconsul.gov.ge. The English text of Ordinance No. 256 on matsne.gov.ge shows the original 2015 version; Ordinance No. 122 amended it. Worked example: Indian passport, living in the UAE

Swap the passport and the picture changes. A Brazilian living in Dubai needs an ETA for the UK, no visa for Schengen short stays (ETIAS will apply once it starts) and no visa for Japan with an ICAO-compliant ePassport, whatever their residence.

Common mistakes and scams

  • Assuming residence beats nationality. A UAE or Saudi residence visa does not remove a UK, Schengen or Japanese visa requirement.
  • Applying in your home country while living abroad. For Schengen, apply where you legally reside. Applying elsewhere is possible only if you are legally present there and give a justification (Article 6(2)).
  • Letting your residence permit run too close. Georgia checks validity on the day of entry, and some nationalities need a full year left on a Gulf document. Saudi Arabia’s rule asks for at least 3 months.
  • Counting the wrong visa. Türkiye’s e-Visa route needs a Schengen, US, UK or Irish document. Saudi Arabia’s US, UK or Schengen visa route asks for a visa you have already used once.
  • Using look-alike visa websites. Use only the official portals, such as evisa.gov.tr, evisa.mofa.go.jp, visa.visitsaudi.com (Saudi Arabia’s official portal, on a .com address) and gov.uk. Unofficial sites may charge extra for the same form.
  • Paying anyone who promises approval. Only the destination’s authorities decide.
  • Booking non-refundable travel first. Wait for the decision, or choose refundable fares and free-cancellation hotels.

FAQ

Do UAE residents with an Indian passport need a visa for the UK?

Yes. India is on the UK’s visa national list, and the list has no exception for UAE residents. You need a Standard Visitor visa. You can apply online and attend a UK visa application centre in the UAE.

Where do I apply for a Schengen visa if I live outside my home country?

At the consulate of your main destination country that covers the place where you legally reside, under Article 6 of the EU Visa Code. You can apply up to 6 months before your trip and, as a rule, at least 15 days before.

I live in a Schengen country. Do I need a visa to visit another one?

Not for a short stay. The EU says a valid residence permit issued by a Schengen country counts in place of a visa when you travel to other Schengen countries. You still need a valid passport and must meet the other entry conditions.

Does a UAE residence visa let me get a Türkiye e-Visa?

Not on its own. MFA Türkiye links the e-Visa for nationalities such as India and the Philippines to a valid Schengen, US, UK or Irish visa or residence permit. UAE residence is not on that list. Emirati citizens do not need a visa for up to 90 days in any 180-day period.

Can GCC residents get a Saudi tourist visa online?

Saudi Arabia’s Tourist Visa Regulations give holders of a GCC residence visa valid for at least 3 months the same route as eligible nationalities. The regulation text refers to “professions published on visitsaudi.com”, and we could not confirm on an official page whether that list still applies. Check your eligibility on the official eVisa portal when you apply.

Does a US, UK or Schengen visa help with other countries?

Sometimes. Georgia accepts them for visa-free entry. Saudi Arabia accepts a used US, UK or Schengen tourist or business visa for its easier route. Türkiye accepts them for e-Visas for some nationalities. Each country sets its own conditions.
