Baku is one of the easiest short breaks from Pakistan: a seafront capital with a walled Old City, mountain day trips and plenty of halal food. If you are looking up the Azerbaijan visa for Pakistani passport holders, the good news is that most tourists can apply fully online.

Voyfaro does not issue visas or apply for them. This guide explains the official route in plain English and links to government sources. Rules and fees change, so confirm everything on the official portal before you pay.

Azerbaijan visa for Pakistani passport holders: the quick answer

  • You need a visa. Pakistan is not on the visa-free list published by Azerbaijan’s Ministry of Foreign Affairs (MFA).
  • The usual route is the ASAN e-visa, applied for at evisa.gov.az. An official Azerbaijani embassy page lists Pakistan among the eligible countries.
  • Stay: the MFA says a single-entry e-visa allows a stay of up to 30 days.
  • Processing: within 3 working days as standard, or within 3 hours with the urgent option.
  • Fee: paid online; the portal shows the current amount before you pay.
  • Living in the Gulf? GCC residents whose residence is valid for more than 6 months can also get a visa at the airport (see below).

This is general guidance, checked October 2026. Confirm your eligibility on the official list of countries before you apply.

Azerbaijan e-visa for Pakistanis: how ASAN Visa works

ASAN Visa is Azerbaijan’s official online visa system. The MFA says it is run by the State Agency for Public Service and Social Innovations under the President.

What the e-visa allows

  • Single entry for a short visit, such as tourism or seeing family.
  • A stay of up to 30 days, as stated by the MFA. UK government advice adds that e-visas normally allow a 30-day visit within a 90-day validity period. Always follow the dates printed on your own e-visa.
  • Not for work or long stays. For work, study or longer trips, ask the Embassy of Azerbaijan in Islamabad which visa fits.

Standard vs urgent processing

Standard Urgent
Processing time (MFA) Within 3 working days Within 3 hours, including non-working days and holidays
Cost Shown on the portal Usually higher (check the portal)
Best for Most trips, if you apply early Last-minute trips

UK advice suggests applying at least 3 days before travel. Treat urgent processing as a back-up, not a plan.

Step-by-step: applying on the official ASAN Visa portal

The official pages do not publish a full document list, and the portal blocked our automated check. The steps below are general guidance, so follow what the form asks for.

Documents to prepare

  • Passport with plenty of validity and blank pages. UK advice for British travellers is at least 6 months after arrival and 2 blank pages. Aim for the same, and check the rule shown on the portal.
  • A clear digital copy of your passport photo page, in case the form asks for it.
  • Your planned arrival date.
  • Your address in Azerbaijan, usually your hotel’s name and address.
  • An email address you check often, and a card that works for online international payments.

Filling the form

  1. Type the address yourself: evisa.gov.az. Do not click ads in search results.
  2. Choose standard or urgent processing and select Pakistan as your nationality.
  3. Copy your name exactly as in your passport. The machine-readable lines at the bottom of the photo page are a good guide.
  4. Check your passport number character by character. Mixing up the letter O and the number 0 is an easy mistake.
  5. Enter your arrival date and make sure your whole trip fits inside the validity shown.
  6. Review every field before you pay. A typo can mean applying and paying again.

Paying and downloading the e-visa

  • Pay online on the portal.
  • Once approved, download the e-visa and save it on your phone and in your email.
  • Print two copies. UK advice says to print the e-visa and show it with your passport on arrival. Airline staff in Pakistan may also ask for it at check-in.

Common mistakes to avoid

  • Using a look-alike website and paying far more than needed.
  • Typos in your name, passport number or date of birth.
  • Applying too late and relying on the urgent option.
  • A passport close to expiry. Renew it first, as the e-visa is tied to your passport details.
  • Giving wrong information. The MFA notes that the Migration Code allows a 5-year entry ban for false details about yourself or your trip.

Applying from the UAE, Saudi Arabia or Qatar

E-visa eligibility depends on your passport, not where you live. A Pakistani passport holder in Dubai, Riyadh or Doha can generally use the same e-visa process as someone flying from Lahore.

There is also an extra route. The MFA’s ASAN Visa page says these residents can get a visa at Azerbaijan’s international airports, for up to 30 days:

  • Holders of a residence permit valid for more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait
  • Holders of a UAE resident visa valid for more than 6 months

In practice:

  • Check that your iqama, QID or UAE residence has more than 6 months left on your travel date, and carry the original card.
  • Airlines check documents at check-in, so ask yours whether they accept the airport-visa route. Many travellers get the e-visa anyway to remove any doubt.

Pakistani passport holders living in the UK or Europe follow the normal e-visa route.

Not every e-visa in the region is open to Pakistani passports. When we checked on 5 October 2026, Uzbekistan’s e-Visa portal did not list Pakistan. Our Uzbekistan visa guide for Pakistanis explains the embassy route instead.

Combining Baku with Tbilisi? Georgia has its own rules for Gulf residents, including a minimum validity on your residence permit. See our Georgia visa guide for Pakistanis.

Avoid unofficial look-alike visa websites

The official portal is evisa.gov.az, linked from MFA and embassy pages. Many look-alike sites are not official.

  • Check the domain. Azerbaijani government sites end in .gov.az, not .com, .org or .net.
  • Skip “Sponsored” results. Type the address yourself.
  • Compare the price. A site charging much more than the official fee is either a private agent adding its own charge or a scam.
  • Never pay by bank transfer or through WhatsApp for an e-visa.

Some private websites submit applications for a fee. The visa still comes only from the ASAN Visa system, and no one can guarantee approval.

After you arrive: registration for stays over 15 days

Most Baku holidays are shorter than this. For longer stays, the State Migration Service (SMS) says:

  • Foreigners staying more than 15 days must register their place of stay within 15 days of arrival.
  • You can register online, by email, at a regional migration office or at an ASAN service centre.
  • There is no state fee. If you move address, you must register again within 5 working days.
  • Not registering on time can lead to administrative penalties.

UK advice adds that hotels often register guests, but you must do it yourself in a flat or private home. It also says unregistered visitors must pay a fine before they can leave.

The SMS allows extensions only for specific reasons, such as urgent medical treatment. You must apply at least 3 working days before your stay ends. Do not overstay.

Planning the Baku trip

Flights from Lahore, Karachi and Islamabad

Direct flights to Baku (GYD) have been announced from Lahore, Islamabad and Karachi in recent years, but schedules change by season. One-stop routes via Gulf hubs or Istanbul are common too.

  • Compare the total price, including checked baggage.
  • Choose a flexible fare if your e-visa is not approved yet.
  • If a flight is badly delayed or cancelled, a claims service such as AirHelp can check whether compensation applies. Rules vary by airline and route.

Compare routes and fares on our flights page.

Where to stay in Baku

  • Old City (Icherisheher): historic walls, boutique hotels and walkable lanes. Expect cobbles and some steps.
  • Fountain Square and Nizami Street: central, with shops and restaurants.
  • Seaside Boulevard: the Caspian promenade, popular with families, with larger hotels nearby.

Browse options on our hotels page.

Mobile data in Azerbaijan: eSIM vs local SIM

A travel eSIM can be installed at home, so maps and ride apps work as soon as you land. A local SIM can be good value for longer stays but usually needs registering with your passport. Read eSIM vs roaming vs local SIM, or compare Azerbaijan data plans on our eSIM page.

Day trips from Baku

  • Gobustan and Absheron: rock carvings, mud volcanoes, the burning hillside at Yanar Dag and the Ateshgah fire temple.
  • Gabala: forests, lakes and cable cars, a long but popular day out.
  • Shahdag: a mountain resort for skiing in winter and walking in summer.

Tours on GetYourGuide or Klook are an easy option; check cancellation terms. If you plan to travel further, check current travel advice first. UK advice, for example, warns against travel near the Armenian border and to several south-western districts.

Travel insurance

The official pages we checked did not list travel insurance as an e-visa requirement, but it is still worth having. Check the medical limit, the excess, and winter-sports cover if you plan to ski at Shahdag. Compare policies on our travel insurance page.

Quick checklist

  • Passport with plenty of validity and blank pages
  • Eligibility checked on the official evisa.gov.az country list
  • E-visa applied for on evisa.gov.az, not a look-alike site
  • Details on the approved e-visa checked against your passport
  • Two printed copies, plus one on your phone
  • Gulf residents: residence permit valid for more than 6 months
  • Flights, hotel, eSIM and insurance sorted
  • Registration plan if staying more than 15 days

FAQ

How much is the Azerbaijan visa for Pakistani citizens?

The portal shows the official fee before you pay, and urgent processing usually costs more. We do not quote a figure because fees change.

How long can a Pakistani stay in Azerbaijan on an e-visa?

Up to 30 days on a single-entry e-visa, according to the MFA. Stays of more than 15 days also need registration with the State Migration Service.

How long does the Azerbaijan e-visa take for Pakistanis?

The MFA says within 3 working days as standard, or 3 hours with the urgent option. Apply early.

Is there an Azerbaijan visa on arrival for Pakistanis?

Generally no. Pakistan is not on the MFA’s list of nationalities that can get a visa at the airport. The airport routes cover certain Gulf residents and a few special cases, such as listed events. Most Pakistani travellers should get the e-visa first.

Can Pakistani residents of the UAE or Qatar get an Azerbaijan visa?

Yes, through the e-visa, because eligibility is based on nationality. The MFA also allows an airport visa for UAE or Qatar residents whose residence is valid for more than 6 months. Check with your airline before relying on that.

Can a Saudi iqama holder with a Pakistani passport apply online?

Yes, the e-visa works the same way. Saudi residence-permit holders with more than 6 months’ validity can also get an airport visa, says the MFA. Check your iqama and your airline’s rules first.
