Umrah needs two separate things. A visa (or another entry route) lets you into Saudi Arabia. A Nusuk permit gives you a date and time for your Umrah, booked in the official Nusuk app or website, and the Ministry of Hajj and Umrah lists it as free. A visa alone is not enough, and a permit alone does not let you enter. On the Umrah visa, the permit must be issued before you arrive. A visit to the Rawdah in the Prophet's Mosque needs its own free Nusuk appointment.
